Synopsis
In Hoenn’s Lilycove City, Ash, Goh and Chloe enter a children’s Marine Athletic Race and meet the surfer Kiley and his Vaporeon, Chloe’s first encounter with one of Eevee’s evolved forms. Watching a live broadcast of the Marine Athletic Race, Chloe’s Eevee cheers loudly for the winning Vaporeon, and Chloe decides she wants to meet it and its Trainer, Kiley, a college friend of Chrysa’s. In Hoenn, Kiley suggests that the three enter the Kids Marine Athletic Race: Ash signs up with Dracovish, Goh with Dewgong, and Chloe joins with Eevee once Kiley explains that it need not be a Water type. On a practice swim around the course, Ash discovers that Dracovish moves faster running along the seafloor than swimming, and Goh tries to catch a Gorebyss, only to find that his Poké Ball will not work underwater. Dewgong, meanwhile, is smitten with the same Gorebyss.
Over dinner at a beach house, Chloe’s Eevee stirs Kiley’s memories: his Vaporeon was once an Eevee too. A professional surfer, he took it out on his board one day, and its joy at the sea made the choice of Evolution easy for both of them. When Goh asks which Eeveelution Chloe will choose, she says she will not choose at all, because Eevee should decide for itself. The next day the race begins, and the three race through the course as they practised. Near the finish, Dewgong spots its Gorebyss swimming with a Huntail, abandons the race in a jealous rage and attacks the Huntail. Eevee notices and follows, with Chloe close behind, while Ash and Goh cross the line together and argue over who won before realising that Chloe, Eevee and Dewgong are missing.
The Huntail chases Dewgong, Chloe and Eevee into a sea cave and seals the entrance with rocks. Kiley sends his Vaporeon after the Huntail while Ash tries to break through the boulders; Dracovish’s Water Gun cannot clear them, but it then shatters them easily with Fishious Rend, a move Ash had no idea it knew. When the Huntail attacks again, Vaporeon fires Hydro Pump, and Eevee copies it with Copycat; the combined blasts defeat the Huntail, which then makes up with Dewgong, though Dewgong’s heart breaks again when it sees that Gorebyss has fallen for the Huntail. Before the friends leave, Kiley gives Chloe a Water Stone, telling her it is only an option and that it is fine if she never uses it. Chloe offers the stone to Eevee and asks whether it wants to become a Vaporeon; Eevee hesitates and decides not to touch it, and Chloe accepts its choice calmly, remembering her mother’s advice not to rush things.
