EX Hidden Legends is the fifth expansion of the EX Series, released on June 14th, 2004 and known in Japan as Undone Seal. As the name hints, this 102-card set is all about things kept hidden away — ancient Pokémon sealed in ruins, waiting to be discovered — and it finally brings the Hoenn region’s legendary titans to the trading card game.
The headline act is a trio of sleeping giants. Regirock, Regice and Registeel make their TCG debut here, all three as Pokémon-ex (97–99) and all three wrapped in an unusual full-card foil. They’re joined at the top of the checklist by the Hoenn super-ancients Groudon ex (93) and Kyogre ex (94), whose in-game feud is written right into their card rules.
Nine Pokémon-ex feature in all, including Metagross ex (95) — the face of the booster packs — the ever-popular Ninetales ex (96), a Trainer-locking Vileplume ex (100) and a sleep-inducing Wigglytuff ex (101), before a secret-rare Groudon (102/101) box-topper closes things out.
Two theme decks carried it into stores, Forest Guardian (Colorless/Grass) and Wish Maker (Psychic/Water). Often called an overlooked gem of the EX run, Hidden Legends quietly holds a couple of genuine firsts — more on those below.
Find your hidden advantage!
Discover powerful Pokémon sealed away in three ancient ruins, and combine Dual-type Pokémon, Pokémon-ex and fresh strategies to take command.
— Original Pokémon USA promotional copy, 2004
The Hidden Legends: Waking the Ancient Titans
Every set has a theme; few wear it as literally as this one. EX Hidden Legends is built around the idea of ancient Pokémon sealed away and waiting to be found — and its centrepiece is the trio of legendary titans that slept in Hoenn’s ruins: Regirock, Regice and Registeel. All three make their very first appearance in the trading card game here, and all three arrive as Pokémon-ex.
The designers gave the titans special treatment to match their status. Where a normal holo shines only on the Pokémon, the three Regis use a striking full-card foil that shimmers across the entire card — a nod to bodies carved from rock, ice and steel. The ancient-ruins flavour even spills into the Trainer line-up: the set’s Stadium cards, Desert Ruins and Island Cave, are named for the very places the titans sleep in the video games.
Presiding over everything are Hoenn’s super-ancient legends, Groudon ex and Kyogre ex, and their rivalry is baked right into the rules: while one is Active, its Poké-Body switches off the other’s attacks (and Rayquaza ex’s too) — the land-versus-sea feud, refereed by the cards themselves. It all adds up to a set with a strong, distinct identity — a genuine hidden gem that, fittingly, has always kept a slightly hidden profile of its own.
Print Versions & Collectors Info
Boosters came in four artwork variants — Metagross, Registeel, Regirock and Regice — each holding nine cards, showing off the set’s legendary line-up. Two theme decks, Forest Guardian and Wish Maker, rounded out the release.

Other Cards
The set’s Trainers lean into its Hoenn-legends theme, from a Champion’s draw card to Stadiums named after the titans’ resting places.
Steven’s Advice (92/101)
A Supporter named for Steven Stone, Hoenn’s Steel-type Champion (and Metagross trainer). It draws you a fistful of cards scaled to your opponent’s board — a staple draw engine of the era.
Desert Ruins (88/101)
A Stadium named for Regirock’s resting place. It quietly chips damage onto every high-HP Pokémon-ex in play — pure anti-ex tech, dressed in ancient-ruins flavour.
For Collectors: Most Valuable Cards
The chase here is the nine Pokémon-ex — led by the debut Regi titans and the Hoenn super-ancients — capped by a secret-rare box-topper.
Registeel ex (99/101)
One of the three debut titans, in that eye-catching full-card foil. The steel giant is a favourite of the set’s signature Regi trio.
Regirock ex (98/101)
The rock titan’s first-ever card — foil shimmering across the whole card to match its ancient, carved-stone body.
Regice ex (97/101)
The ice titan completes the Regi trio — a cool blue full-foil that collectors love to display as a set of three.
Groudon ex (93/101)
The continent Pokémon in ex form, its Poké-Body locking down its eternal rival Kyogre — a centrepiece card of the set.
Kyogre ex (94/101)
Groudon’s opposite number, the sea-basin legend, mirroring the same land-versus-sea lock. Collected as a pair with Groudon ex.
Metagross ex (95/101)
The face of the booster packs — Steven’s signature pseudo-legendary and one of the set’s most recognisable holos.
Ninetales ex (96/101)
A perennial fan favourite and, by grading numbers, one of the most-submitted ex cards in the set.
Groudon (102/101)
The secret-rare box-topper — a special oversized-run Groudon that sits just past the end of the checklist as the set’s hidden trophy.
Most Powerful Cards (Competitive Play)
Hidden Legends handed the format some sharp disruptors alongside its legendary muscle.
Vileplume ex (100/101)
A soft lock on a stick: while it’s Active, your opponent can’t play any Trainer cards except Supporters — strangling item-reliant decks.
Metagross ex (95/101)
Its attack drags a Benched Pokémon into the fray and hits it directly — a nasty way to pick off a fragile target before it’s ready.
Registeel ex (99/101)
A living wall: a Poké-Body that shaves damage off every hit it takes makes the steel titan frustrating to knock out.
Groudon ex (93/101)
Beyond its collector appeal, its rival-locking Poké-Body could simply switch off an opposing Kyogre ex or Rayquaza ex deck’s main attacker.
Trivia
- Exploud (6/101) was the first card in the entire Pokémon TCG to have four attacks — Breaking Sound, Bass Control, Thunderous Roar and Hyper Voice — a record-setting first for the game.
- Hidden Legends dropped the e-Reader Dot-Code strip that had run along the bottom of cards since the Pokémon-e era; with the strip gone the card border returned to normal, quietly closing the book on the e-Reader for good.
- By this point in the EX run, almost the entire Generation III (Hoenn) Pokédex had reached the TCG — with Deoxys the notable holdout, arriving later in its own expansion, EX Deoxys.
- It marks the first TCG appearance of the legendary titans Regirock, Regice and Registeel, all three debuting as Pokémon-ex with a distinctive full-card foil.
- Groudon ex and Kyogre ex carry mirror Poké-Bodies that shut down each other’s attacks (and Rayquaza ex’s) — the land-versus-sea rivalry written into the rules.
- Its Japanese title, Undone Seal, and its ruins-themed Stadiums (Desert Ruins, Island Cave) all play on the idea of ancient Pokémon being unsealed.
- Two theme decks shipped alongside it: Forest Guardian (Colorless/Grass) and Wish Maker (Psychic/Water).
